A Case for the Amalgamation of Local Municipalities

ABSTRACT: This paper presents a case for the amalgamation of local government municipalities in the US. It presents a case by first, examining recent international trends in local government management including council mergers, and second, by showing that municipalities in the US are, for most part, too small to be democratically effective, to attract and retain quality management, and to deliver the services their constituents expect. This paper concludes by suggesting that the present structure of local municipalities in the US is inadequate for the twenty-first century and that reform is needed.
