The following is the American Accounting Association's policy on dissemination of meeting papers:
1] A section or region may make the full text of papers selected for their meetings available to attendees and others on the AAA website (or other equivalent site).
2] These papers should be clearly labeled as working papers and the copyrights to papers should remain with the authors.
3] The selection process should not be referred to as refereeing.
4] The posting of working papers to the meeting site should be done only with the author(s)' permission.
5] Within 60 days, the website should be withdrawn.
When 1] through 5] are followed, it is the AAA's position that the papers have not been "published" and are eligible to be considered for publication in refereed journals.
This recommendation is made recognizing that there may be a diversity of views on when publication occurs, but that it is in the interests of the AAA that working papers be widely available as soon as possible and that activities that promote such distribution should be encouraged.
