Some respondents expressed concern about the length of the Framework and suggested presenting only those requirements of internal control. Others suggested revising the structure to emphasize requirements versus supplemental guidance.

The COSO Board continues to believe that the Framework comprises all chapters. The Board acknowledges, however, the importance of clearly setting forth that components and relevant principles are requirements of an effective system of internal control.
